The Jammu and Kashmir Assembly will deliberate on seven selected private members’ resolutions during its autumn session on October 29. These resolutions emerged from a pool of 55 submitted by legislators, reflecting key issues affecting the region.
Official sources indicate that the highest number of submissions came from BJP MLAs, who proposed three resolutions. The National Conference submitted two, while Congress and an Independent legislator each presented one.
Among these vital resolutions, the first addresses urgent relief and rehabilitation measures for families impacted by recent flash floods and landslides in Jammu and Kashmir. Specifically, BJP MLA Pawan Kumar Gupta from Udhampur West advocates immediate action from the government to assist flood and landslide victims by seeking help from the Union Government’s National Disaster Relief Fund (NDRF).
Gupta emphasizes, “This House urges the Government to ensure adequate compensation and restoration of livelihoods to the affected families.” This resolution ranks third on the agenda.
Additionally, Balwant Singh Mankotia, another BJP legislator from Chenani, has requested the allotment of 10 marlas of land to families who lost property due to the August 2025 floods. His resolution states, “This House resolves that 10 Marlas of land be allotted for construction of residential houses and cattle sheds for affected families.” It holds the seventh position among the resolutions.
A significant proposal from Ajaz Jan, the National Conference MLA from Poonch, aims to regularize daily wagers working within various government sectors. His resolution, positioned sixth, calls for a robust eligibility framework based on the duration of service and performance metrics.
Dr. Syed Bashir Ahmed Shah (Veeri), also from the National Conference, has addressed another pressing concern with a resolution focused on creating employment opportunities for local youth. He stresses the promotion of agro-based industries, reinforcing the necessity for sustainable job creation.
Leading the list at position one, Congress MLA Nizam-ud-Din Bhat advocates for the swift establishment of a National Law University in Srinagar. Bhat asserts, “This House unanimously resolves to initiate the process of establishing the Jammu and Kashmir National Law University at Srinagar without further delay, as funds for the first phase have already been provided.”
In the fourth position, BJP MLA Rajeev Kumar Bhagat from Bishnah has proposed revitalizing the region’s irrigation infrastructure. His resolution calls for restoring crucial canal networks to ensure consistent irrigation for agricultural lands, thereby supporting farmers to enhance productivity.
Lastly, an Independent MLA from Thannamandi (Rajouri district) has introduced a resolution concerning the rigorous implementation of Jammu and Kashmir Panchayati Raj Rules. This proposal, listed fifth, emphasizes that contracts below ₹3 lakh should exclusively be carried out through Halqa Panchayats, adhering to Rule 49 of the J&K Panchayati Raj Rules, 1996.
The Assembly session resumed on October 23. Initially, it was dedicated to obituary references, followed by a brief recess from October 24 to 26. The assembly will reconvene on Monday, with the discussions on private members’ resolutions scheduled for Wednesday.
Despite the significant engagement in this assembly session, none of the three PDP MLAs had their proposals selected for discussion. This underscores the competitive nature of legislative deliberations in Jammu and Kashmir, where key issues often shape public policy.
